 1. SHORT NEWS
 -------------
 
  A 6 billion drachmas project for the construction of a multipurpose
science complex in Thessaloniki (near Thermi) was signed on November 2nd.  
This new facility will be ready in 3 years and it will include a
Planetarium, an IMAX-OMNIMAX theater, a Simulator, an auditorium and an
exhibition room.

  The web server of Hel.A.S. has reached three years of its virtual life.
If you have any comments or suggestions on the contents/presentation of
the material, please send your input to the webmanagers.

  The next issue of the Hipparchos Newsletter will be mailed to all Hel.A.S.
members before Christmas.


 2. IAU MEMBERSHIP
 -----------------

  The Greek National Committee for Astronomy is the official representative 
of Greece to the International Astronomical Union.  Consequently, it is
authorised to propose, at each General Assembly, greek astronomers as 
candidate members of the IAU. 

  The GNCA is currently considering applications from greek astronomers 
who wish to join IAU. It will form its proposal to the IAU by the end of 
1999, since the next IAU General Assembly will take place in August 2000.

3. THE NEON OBSERVING SCHOOL
----------------------------

  The Network of European Observatories in the North (NEON) organizes a
yearly observational Euro summer school sponsored by the European
Community. The purpose of the school is to provide an opportunity for
practical observational experience at the telescope, in observatories with
state of the art instrumentation. The school is open to students, working
on a PhD thesis in astronomy, who are nationals of a Member State of the
European Union. The working language is english. The participants will
have their travel and living expenses paid, if they satisfy the EC rules
(age limit of 35 years at the time of the Euro Summer School). Full

 4. THE HEL.A.S. PRIZE FOR THE BEST PH.D. IN 1999
 ------------------------------------------------

   All members of the Hel.A.S. (Ph.D. supervisors in particular) are
strongly encouraged to bring to the attention of the Council of Hel.A.S.
any candidates of this years's prize, by sending details to the Secretary,
Dr. H. Varvoglis. The recipient of the prize, which for this year is
accompanied by a sum of 100.000 drachmas, will be selected by the Council.


 5. JOB OPENING
 --------------

  The Department of Physics of the University of Thessaloniki invites
applications for a "promotion-opened" position in the field of "Dynamical
